Covering people with pre-existing conditions defies the purpose of insurance. Rational people then delay coverage until they are sick. Those in the pool pay higher and higher insurance fees. Only the sick are in the pool. The costs ratchet skyward while pool size shrinks to only those most chronically ill.
Insurance pools risk across those who wish to share risk together. Forcing risk pools to accept known risks remakes insurance into taxation.
That “healthcare reform” is just another tax is pretty much what the Congress is trying to hide in thousands of pages of gibberish law.
