Venture Beat (magazine covering the Venture capital world) has an article about Blacklight Power’s recent independent verification of their process:
As I noted in May, it would be odd if Blacklight were a complete sham for Mills to place himself in an end game in which he would be definitively proven wrong within just a year or two. So there does seem to be something deeper here.
They also provide a handy overview of the process:
A new source of energy would perk me up.
Remember, once quantum physics was a joke and relativity unheard of. We don’t know everything yet.

The fractional hydogen energies based on uv frequency measurements relative to e=h(nu) of 13.6 eV for static hydrogen have been weakly observed but only in the presence of potassium iodide in the Mills samples. No explanation offered. There’s a lot of unknown chemistry here any of which could easily be causing Bohr atoms to go from ground (static) state to excited fractional states. No physics mystery there. Cycling or stressing exotic materials for months without damage isn’t easy either else we’d have lots of superconductors and no exploding transformers.
