Use Federal money as the knee busting crow bar.
The “stimulus” money was supposed to be spent rapidly to “stimulate”.
But, of course, its real purpose was just to pay off Democratic constituencies. In addition to direct payment, it also is being used as leverage to tilt state spending towards favored political groups:
The Obama administration is threatening to rescind billions of dollars in federal stimulus money if Gov. Arnold Schwarzenegger and state lawmakers do not restore wage cuts to unionized home healthcare workers approved in February as part of the budget.
We are very poorly “led”.
